After you have completed an offer you need to wait 24-48 for an offer to be credited to you.
It will normally take under 24 hours.

It is very rare that you will not be credited, but if that is the case after 48 hours then I would advise you to contact the site and explain your situation.
Once you have “gone green” you can start referring the people.

GETTING LEADS…
I would advise you to go to blogger.com and start a blog.
Basically a review blog of the freebie site.
On that site explain how freebie sites work and add your affiliate link.
You can copy content or make your own, but just make sure that it explains it and you include your affiliate link.
Lets go to actually getting leads.
Well there are plenty of ways of doing that.
You can run PPC campaigns. You can do article marketing.
You can do video marketing.
You can create a quick video on how freebie sites work and show some proof of items.  And in a description you can add your affiliate link.
The way of doing it really is endless

The beauty of this system is that you really dont need much money to begin with.
Lets say you sign up as your self. With your own credit card. You ask 2 of your friends to sign up with free trial and cancel it in 10 days.
Or you can send an email to your friends about it.
Now you should have 2 referrals which equals $60.
